Government Auctions California Tax Deed Sales In California?

OK, we hope that someone out there can enlighten my reading of the sales tax in California.
My understanding is that if someone is not their property taxes paid over 5 years, collectors have the tax assessor's office right to the property for public auction.
If the property is sold "at an auction shall be the" winning buyer a tax deed property.
This person (the winner / buyer), then the rightful owner of the land, mortgage or other lien on the null and void because the sale of the government take precedence over everything else.
So, if I understand correctly, the property now belongs to the "winning" bidder? There is no time to "rescue" in California
If this is the case and the previous owner still lives there, it means that we go through the eviction process?
